The traditional approach to requirements engineering is to define text-based requirements that are then used as basis for the systems development, systems validation and management. Although a text-based view of the requirements of the system is very important, it is only one of several views that are required. Before any text requirement can be understood, it is essential that it is given meaning by putting it into context, in the form of a use case. It is these well understood and defined use cases that, supported by the text descriptions, form the basis of the system development, validation and management.
When considering mission-critical systems, it is essential that this approach is formalized in terms of the framework that describes the necessary views and the process that defines how these views may be created.
Any approach must be scalable both in terms of the size and the rigor of the project. The approach should apply equally well to small non-critical projects lasting just a few days or weeks, as well as large or mission-critical projects lasting many years. The approach should also be flexible, in that each view must be able to be realized using any number of techniques, tools or notations to suit the existing needs of your organization.
